You are hereby notified that on the 29th day of November 2021 at 11:00 a.m., a public hearing will be held before the Macon-Bibb County Industrial Authority (the “Authority”), or its authorized hearing officer, on the proposed issuance by the Authority of up to a maximum of $500,000,000.00 in aggregate principal amount of The Macon-Bibb County Industrial Authority Exempt Facility Revenue Bonds (Brightmark Plastics Renewal Georgia, LLC Project), Series 2022 (the “Bonds”). Pursuant to a Loan Agreement (the “Loan Agreement”), between the Authority and Brightmark Plastics Renewal Georgia, LLC (the “Borrower”), a Georgia corporation, the proceeds of the Bonds will be loaned to the Borrower to pay the costs, in whole or in part, of the acquisition of land and construction of facilities for renewal, processing and conversion of plastic waste-to-energy operations (collectively, the “Project”).

The Project will be located at 2300 Walden Road and 6979, 7111, 7179, 7189, 7261 Cochran Field Road, Macon-Bibb County, Georgia 31216. In addition, the proceeds of the Bonds will also be used to pay, in whole or in part, interest on the Bonds during the construction of the Project and the costs of issuing the Bonds.

The Bonds will not constitute indebtedness or obligations of the State of Georgia or of any county, municipal corporation or political subdivision thereof, including Macon-Bibb County, but will be payable solely by the Authority from funds paid by the Borrower to the Authority pursuant to the Loan Agreement.

THE AUTHORITY HAS WAIVED THE PERFORMANCE AUDIT AND PERFORMANCE REVIEW REQUIREMENTS PROVIDED IN O.C.G.A. § 36-82-100 AND WILL CONDUCT NO PERFORMANCE AUDIT OR PERFORMANCE REVIEW WITH RESPECT TO THE BONDS.
